I follow you here, but I think fashion don't diminishes the impact. For example the cleavage is something now totally common and accepted in female "fashion". it doesn't prevent guys from staring it like crazy because no matter how widespread the fashion is, the meaning behind remains. I think there is a strong perfume of crossing the forbidden line with sagging since we are always told since we're babies, in our mostly christian-dominated culture, that the butt-genitals region is something to be hidden, even something to be ashamed of.
