Well - here (Poland) sagging was always connected with baggy pants - more or less. There were always these guys who were looking like they just decided to sag since this morning and were trying to do this with any pants they had. It doesn't fit with the image for me, same sort like girl dressing like an adult woman too early.

No, the quote you said, applies to guys in normal sized pants which are barely off their ass, so the back pockets are strangely placed at the top of the thigh. THere's absolutely no folding fabric along the leg , neither on the shoe, and it looks like the guy just decided to sag and doesn't have any oversized pants yet, just is trying to push down his usual pants.

you're lucky to see such guys, I doubt if someone here wears pants that low. BTW, do you also consider the amount of lower ends of pant's legs being ripped an indicator of how long the guy sags and if he does it regularly?
