Well, I started sagging because it was cool and the "cool" kids I hung out with did it. Maybe they thought it sent a sexual signal, but tbh, I think they did it because they saw a rapper do it. That rapper did it because it was part of the prison culture at one time (or so they say), and in the prison culture it was a sexual signal. So I guess you could say that sagging ORIGINATED as a sexual symbol, but whether the majority people who do it mean it that way I highly doubt.
